Decrease power usage of remote control block

Hello SErs!
Here is a small adjustment: I think it non-sense that even for small ships the remote power block uses 10 kW of power. As long as we have a separate antenna (which also have an unrealistic power usage for those 50 km of transmission range) and the remote control block does not control the ship on its own but thru the thrusters and gyros, there is no reason for the RC block to consume kW-s of power.
