Character Auto Dampers should turn not toggle jetpack on cockpit exit

Currently, player jetpacks are enabled as soon as you exit a cockpit, whether or not there is gravity, when using Auto Damper mode.
Setting should either Remember previous jetpack setting (If off on cockpit/seat enter, keep off on exit), or, not turn it on, if there is gravity (artificial, or planetary)
