Change Newly Built Battery and Grinding Powercell behavior back to their pre-01.105 states

One of the most inconsistent and somewhat annoying aspect of playing in survival in SE is not being able to recover power cells from batteries when grinding them down. When salvaging a ship, or making renovations to an existing one, it is a pain. This is the only place in SE that has true material loss.


Now, I understand this change was made because batteries were given a 30% charge when newly constructed. That is useful in many cases, and Keen didn't want the ability to just grind down and rebuild batteries for infinite power.


But now that Connectors can function without power, in the express interest of refueling/recharging powerless ships, I would argue to giving the players back the ability to properly dismantle batteries and get the power cells back in exchange for the batteries no longer starting with a charge. Thus, we can recycle the parts like literally every single other part in the game and also then having the logistics of charging a brand new battery as a minor challenge.


Any thoughts or concerns to the balance of reimplementing this old function?
