Allow wheel attachment like rotor heads

Wheels can be very problematic to be re-added using the "add wheel" option with the suspension block because of the incorrect required clearance around the suspension block, one way to help this issue, is to allow wheels to be built separately (as they already are but serve no real purpose) and then allowing it to be placed closed to the suspension block and then be attached, much like rotor heads can be attached.
this avoids the need to dismantle too many blocks around vehicle wheels without the necessity, so that lost wheels can be re-added without causing more problem or completely crippling the vehicle.
