Allow Completion of new windows without glass

I suggest moving the operable status of the decorative pack 2's windows to a line where Bullet Proof Glass is the last required component. This way we could choose whether or not the window is a door way or a window. Obviously, they wouldn't be airtight if incomplete, and thusly a doorway.
