Add right click to build planner when you cant place item

One more place to add right click to build planner is when you have an item selected and go to place it and says you need steel/interior plate to build because you have none in your inventory. As it is now, we have to go to the 'G' menu and find an item that we already have selected and add it to the build planner from there. It's just a minor, slightly annoying issue affecting the quality of life thing that would be nice to have when you update the game next.
