Add a Respawn Time Tied to Medical Room/Survival Kit Distance

In the upcoming Survival Update patch medical rooms and survival kits instantly respawn you at the closest respawn point. This can still be used to teleport around the map with some clever timer block setups. I think there should be a time tied to the distance of your repsawn, so that the farther away your medical room is, the longer you have to wait before you can continue. For minimal distances, this can still be nearly instant. For long distances, it should take a considerable penalty.
