Activate Jetpack by double tapping jump key

Tapping the jump key twice in rapid succession should activate the jetpack when it is currently off. This will provide more fluent move and one less movement key to push when you try to get anywhere. It also feels more natural and in line with other game's movement controls.
Also add an option to turn off this behaviour.
