Modding: support a head-side attachment/pivot dummy for rotors and hinges

Currently the Rotation point on the head of a modded rotor/hinge needs to be the centre of the block.
This limits the types of hinges you can mod into the game. Thinking mainly of doors and cockpit hinges being visible from the outside currently.
Allowing this to be modded would greatly improve the moddability of rotors and hinges allowing for hinges closer to real doors etc.
