Neutral Vulture ship attacking player owned grids

I was just parked near a trade station (but completely outside the safe zone because I was trying to build), and suddenly started taking cannon fire. My turrets did nothing, because it turned out the attacker was a neutral faction (I think Clang Engineers or something like that) with a ship called a Vulture.

It seems like the problem is that the Vulture grid must have its turrets set to target neutrals, so it's picking fights for no reason when a non-pirate faction spawns one in and it encounters a player or anyone else.

This seems like a scenario you really can't engineer your way out of. You could tell your turrets to also fire on neutrals, in which case you will be automatically starting conflicts you don't want every time a trade ship swings by, or you could find out what faction is shooting you and declare war on them, but going to war with neutrals isn't usually what you want. If this happens while you're out mining or something your base or mothership is just going to get wrecked. It just seems like a mistake.
