Add the ability for NPC service terminal to build either blueprint scaffolds or entire blueprints

The new ability of repairing grids on the NPC stations is amazing and can be used to finish ships as well. But after experiencing the mod Instant Projector on the Stone industries server, i believe that would be a amazing addition to the services block that incentivizes doing missions for credits or even different ways of playing on servers that don't rely entirely on mining and combat to adquire resources to build complex ships.
It also helps with performance reducing the need for complex welding walls or immersion braking mods like Build and Repair.
