Add split hydrogen thrusters into early/late game

Hydrogen thrusters should be split into two types.
Hydrogen FUSION thrusters and hydrogen/oxygen CHEMICAL thrusters.
The chemical thrusters should require oxygen to burn.
Hydrogen fusion thrusters should require superconductors and thruster components in the thruster, and should probably require additional steel plates from normal thrusters, and should have much higher thrust from the thruster (at least double) and they should ONLY burn hydrogen.
