Add world settings - initial space scredits

Economy update is almost here. And I thought it will be very interesting option to start with more than 10k of space credits. For example you could have some amount to be able to buy some simple ship just for start, or to complete several contracts to get little bit better ship.
May be it's already planned, that would be great.
