Event Controller unreliable; should re-check conditions when switched on

Using the Event Controller for automation is needlessly complicated by the fact that whenever an event is missed, either because the Event Controller was switched off or for some other reason (cargo container monitoring, for instance, is strangely unreliable) the actions never get triggered and automation fails.
One simple workaround would be to "turn it off and on again" but this doesn't seem to work.
It should.
