Defense Block to target neutral separately from Enemy

Having it detect neutral grids is useful for air traffic control and PvP reasons. Please give the individual option to detect enemies or neutrals, not just "Enemies and Neutrals" together. We need dynamic options and less coupling to be able to accurately detect and make the right decisions when detecting the proper grids.
