Reduced Stats on Respawn vs Spawn - Logic Fix

When customizing a new game, we have the option to reduce stats on respawn. I think there is a conflict in how that logic works because as we start off the game, we only have the button to respawn. When starting the game(Star System for example), we have location start options but when we start the game, "respawn" isn't the right term. We are not respawning since its our initial spawn. So the logic for the reduction in stats should be looked at to maybe only apply to respawning from survival kits or medical bays, and not our initial spawn...or even add an extra option to make initial spawn not affect stats.
