Text sticker labels without LCD

This would be chiefly to label things or signpost when there is no power.
- Making the sticker is similar to LCDs except the material requirements are different and they can be placed faster as not needing to weld into place.
- Once written, sticker labels cannot be edited because they are 'printed'. The player can only remove and re-place them. This would also prevent LCDs becoming devalued by this.
- The sticker is fluorescent (glow in the dark) so still readable if there is no power in the base/ship/vehicle
