No Hunger No Food No Problem

I've noticed food still spawns in encounters while I have the new hunger mechanic turned off. I feel like I'm missing out on actually useful items while the food is taking their place in the spawns. It feels a little like spam (though I don't want to sound harsh).
I would just prefer if the game were smart enough to know whether or not the hunger mechanic is active and adjust what it spawns accordingly.
