Target Prediction should not follow a ship into the ground

I'm using player made missiles to defeat NPC ships in atmosphere. When the NPC ships are engaging ground targets, and they have the "Hit and Run" Attack Pattern, they will go full speed into the ground and stop just short of colliding.

My missiles, who have Target Prediction, will properly predict that at the current speed, the target will run into the ground. The issue is that the targets will break away, but the missile is not going to realize until it is too late, and crash land at full speed.

You can make the missiles just nothing but thrusters and gyroscopes, no amount of agility is going to stop this behavior. It's probably simple to just prevent a ship's target destination from going through the ground (i.e. if altitude less than zero, then pick another destination).

edit: This is easiest to see by launching a low altitude missile at a falling target. The missile will just run straight into the ground.
