Make safe zones safe

So, our faction just lost our safezone. Again. At this point, safezone cracking has gotten ridiculous. And it needs to stop.


1. Allow friend/foe distinction for grinding/welding with handtools. Specifically, we should be allowed to leave grinding and welding on for people in the faction, but disable it for people NOT in the faction.


2. Make a difference between block grinding and handtool grinding and welding.


3. introduce safezone damage. If a grid that should be ejected from a safezone stays in the zone for longer than 5 seconds, block in that grid that are in the SZ should start being deleted.


4. Fix the railgun issue. Right now, szs have a bug where if a railgun is fired into them while firing is allowed, but damage is forbidden, sometimes the railguns will still do damage. That needs to change.


5. Fix the railgun issue (2) Knocking grids out of SZs using railguns? NOT COOL. It should not be a thing.
