Give welders a way to report missing components

A primary problem in automatic printer design is that there is no low- or no-script way of detecting if a welder is unable to finish a block because of missing parts. Workarounds exist, but all of them are either failure-prone or highly supervisory. If welders were capable of reporting that they were unable to find the materials for what they're welding, this would take the mystery out of "why is that block not done" and make real printing in survival less error-prone.
I have been hearing people complain about this for almost a decade, so if this is a duplicate, I'd love to put my vote on the original.
