Jump Drives don't seem to work when one drive is incomplete

I had a complete jump drive, and one jump drive that was partially built. Whether the new one was on or off, the old one would say it could jump, spin up, go through the animation, and the ship wouldn't move. Removing the partial drive allowed for jumping.
