Improve prototech

Make the prototech thruster stronger and more powerful.
Maybe 3 or 5 or 10 times more powerful as it is a endgame block after all and their should be a large reward for capturing it.
Also make the prototech jump drive work in atmospheres. you can do just the large one but the community will like the small one as well
