Suggestion - Nerf hand grinder when used on non-owned grids

The top-tier hand grinder is like a lightsaber in SE, making it the most powerful "weapon" in PvP ship-to-ship combat. I propose that when used on a grid the player doesn't own, it be heavily nerfed. Keep ship grinders as-is, but players with hand tools are way too OP in a PvP context IMO. At the very least, it would be a nice option to add to the various game / server options.
