We need lower lasercom power formulas

So a lasercom from space... to earth a distance of 50 miles cannot run on 4 wind turbines on the earth side and a reactor on the space side. This is really intolerable. The high power costs for lasercoms eat into player pcu, and make them unviable as a block for doing their job.
