Allow event controllers to detect weather

A simple fix to allow event controllers to use weather conditions as inputs. LCD’s already have the ability to detect and display the current weather, so being able to add conditions for fog/thunderstorms/etc could allow a grid to trigger sirens for dangerous storms, close hangar doors over vulnerable windows, and turn on extra exterior lights in low-visibility conditions
