NPC on Keen servers

I am of the opinion that the NPCs (drones, cargo ships, random encounters) should be activated on all Keen Vanilla servers, since only a maximum of 16 players are allowed on a server and not all of them are interested in PVP, it could increase the fun of the game for PVE fans.
