Cockpit tool bar commands with parameters

Right now, it is fixed how much a tool bar command changes the settings of a block. For instance, "decrease max speed" always changes the value by -18 km/h.
I suggest giving each toolbar command a parameter that the player can set, where this makes sense. Such as "Decrease max speed by X", with the default X being the currently hard-coded value.
Or instead of "Reset speed limit" a commend "Set speed limit to." Default would be 180 in this case.
In many cases, this would allow much finer control.
