Add smaller small grid Oxygen tanks

Add small grid oxygen tanks the same size as the 2x2x1 hydrogen tanks.
When building small grid ships, the oxygen tank is often the largest part of the build, and you'll likely never even need that much O2, especially if you're flying down to planets often, or store the ship in a pressurized hangar.
