Make Contracts Acceptable Solo or as Faction

Very simply add a secondary "Accept Contract as Faction" option to enable contracts to be completed by any faction member and allow inventories of all faction ships to be pulled from when completing contracts such as acquisitions.
The original "Accept Contract" option remains for individual/solo player use
