Bought DLC items are not available if there is no internet access.

Replication:

Buy DLC while having an internet access, run the game to update the internal data.

Start Space Engineers with no internet access available.

Select the Character menu in the main menu.

In the character menu, everything is gone, Not only dropped items, but also bought ones. Players also report that block skins are also gone.

There is no warning during the DLC purchase, that spacesuit skins, item skins and block skins require the continued internet access to be available.
