SUGGESTION: warp scambler

You can warp after a recharge time of 7 minutes. But what if you dont want your enemy to escape, i.e. you want to raid a freighter.
Inspired by star wars, I want to suggest a new block 'warp scrambler'. It shall prevent to use the jump drive from jumping, but not to recharge. It shall cost more energy depending on range and jump drive blocks that try to jump.
