Allow AI blocks to disable thrust/gyro/wheel control

In the remote control and cockpit blocks, you can enable/disable thruster, gyro, and wheel control. These options are not available in the AI blocks. I had several ships that relied on this feature when using the Autopilot feature of the RC block. Theses builds are now broken without any way to fix them... Very frustrating. I would like to see this functionality brought back to the game, because right now there's no way to have an autopilot only use gyros. Very useful for creating orbiters without a million GPS points.
