Suspension damping should be proportional to suspension strength

Currently, when trying to make a lightweight rover, setting suspension strength to low values results in suspension not traveling as expected, instead only slowly sagging when standing on uneven ground. It seems like effects of damping being set too high, probably a constant value - hence the title. I understand damping setting was removed for simplicity, but the current implementation seriously limits the range of possible rover builds.
