Allow voxel hands for certain players

Add the ability to allow voxel hands only for certain players.
For example on a large creative server wich can lag with large amounts of edited voxels instead of evryone having voxel hands admins can choose what players will get to use voxel hands or they can assign them a rank wich will allow them to use voxel hands.
Alternatively an admin on the server can select what voxel maps can be edited for example having a planet that can be edited but will be cleaned it a week or able to allow selected grids to interact with the terrain for example crashing a ship or mining.
