Fix Progression Softlock potential by removing Welding Restrictions

We need remove the progression mechanism which prevents you from welding or repairing a UN-researched object. This is to prevent soft locks when spawning in a space pod since ion thrusters are not immediately available. While I can sort of understand the logic I think simply preventing a player from placing a not researched block should be enough for the progression tree. In the event a thrust er on the start pod is damaged or accidentally ground down this pointless extra welding restriction causes a easily avoided soft lock as well as prevents newly spawned players from assisting in group builds.
