Programable blocks wont use Run Commands in multiplayer

I keep running into this issue where the programable blocks will show "No data in Multiplayer" when adding a run command to the Hotbar. This seems to happen in both modded and unmodded servers; I have tried recompiling, making a new Programable block, copying/pasting the grid, and restarting the server, but nothing seems to fix this issue.
The block works great in single player. but as soon as I try to use any script with a run command like Up. Down, Enter for the menus I get the error.
