Armored Rotor & Hinge

Currently rotors and hinges are incredibly weak to weapons, which means custom turrets are still outclassed by block turrets. A few small grid drones may get a shot off at a block turret and it may still be standing, but hit the rotor head of a PDC and it pops. Having armored versions of Rotors and Hinges will make PDCs a more valuable counter to drone swarms, which don't have good counters at the moment.
