Heres my idea based on this tech:

It is a hydrothruster that does not have enough thrust to leave atmo, like an ion thruster. Also it only has a "small" not large like the large hydro thruster. It's thrust is higher than ion, by far, but no where near normal hydrogen thruster.

Finally the RDRE uses much much less hydrogen fuel than a normal hydro thruster.

Graphically it would need to look cool like the images in the article.
