Weather for mood and not to get blinded every 15 min.

Weather effects are cool but way too severe. Getting blinded every 15 minutes gets annoying fast. Heavy weather should be a rare, special event. Most of the time weather effects should be only for giving a different mood to the terraing and should just barely hinder visibility. So just tone down light weather and make heavy weather rare.
