Progression Tree Modding

Hi,
I'm currently attempting to re-write the keen default progression tree, however unless I'm doing something wrong (which is a possibility) the default progression tree seem locked.
If that's the case then can we have the ability to mod this particular aspect of the game.
The default progression was probably acceptable back when the game was released however now the game's progressed so much the old system just doesn't make much sense.
It would be extremely nice to allow modders to create progression tree's which suit a particular players/servers needs.
Attached is an example of the tree I'd like to build, but no amount of editing seems to work, unless the blocks are in the default tree. (Like armor).
