Reuse target dummy bug for a hardlight projector

In short, take the target dummy collision bug, remove it from the normal projector, and make a new projector that can only project armor blocks or plating and otherwise has every projection have collision. 'Hard' projections could take voxel damage, hence why it can only project armor, at a reduced rate while the main projector block consumes power to generate and regenerate more hardlight. This is to work around a big issue of ships just building huge blocks of batteries and relying on shields to tank all damage. Additionally certain weapons could pierce shields, similar to a railgun in that it obliterates hardlight, such as Artillery, which at the moment is basically just a different skin of the railgun.

The projector could also consume more power if anything, except terrain, is colliding with it, so you can weaponize it. Power should be consumed based on the types and amounts of armor used (such as 200 heavy armor cube projections consuming 800 MW or something reasonable), and the further out the projection goes.

This projector should likely be a togglable option in the advanced settings, off by default, as some players may not enjoy having hardlight.
