[1.201] Inertial Dampeners still don't cope with subgrids despite previous fixes

So I saw a number of bug reports on this topic that all said a patch had been made to fix it. Well... it's not fixed at all as of the latest release [1.201], in my experience.
Reproduction is trivially easy. Large grid ship with large atmo thrusters for gravity and small for maneuvering, I've tried it on Mars and Pertam. Drills on the bottom. If the drills are direct attached, it works perfectly. If the drills are on a rotor, even if the drills and rotor are off, the ship will continuously sink toward the ground in proportion to the mass of the drills vs main body.
