Make small grids slightly faster than Large grids

as things stand atm if one ship was to run away from another the two would be capped at 100m/s and not much would happen to the space between the ships, I rekon it would incentive fighters and small ships more if they went say 110m/s so they would eventually be able to catch up to a fleeing large ship along with the benefits of a little more speed to help them evade larger ships.
