Add RTS/Map interface for easy Ship/Fleet/Object control and automation.

There are various fleet management mods that attempt to do this but none would come close to a vanilla RTS style interface/map for managing ships, fleets, and objects.
Some of the benefits of this interface would be:
- Being able to select multiple ships and bases/objects and assign simple commands depending on the object:
- Simple commands may include:
- Patrol and ability to set waypoints
- Go
- Attack
- Mine
- Defend
- Follow
