Increase Railgun Range

Currently, the railgun is in an awkward place. It is bigger than the fixed mount artillery, requires a lot more power(Max input 38MW for large grid and 3.6MW for small grid) and their respective versions have a smaller DPS than the fixed artillery for large grid and the fixed autocannon for small grid.
To provide more of a role, the large grid railgun should have its range increased to 3km and the small grid version have its range increased to 2km. The sniper role is well suited for the slow charging railgun. This does mean lock on range needs to be increased to allow custom turrets to work correctly.
