There is a general theme in SE where interaction between players is rather limited. In PvP, even the biggest opponents can flee easily. While you may want to allow forcing an engagement, you do want to give smaller players a chance to flee.

Jump Interdictors

A Jump Interdictor is a block that generates a field that prevents ships from using their jump drives. The charge for the jump is still consumed. However, not all ships are prevented from leaving. The interdictor has a magnitude that can be adjusted, ships lighter than the magnitude pass through, but heavier ships get caught. A higher magnitude requires more power to sustain.

The field can be adjusted to reach a max size of 20 km in radius. However, power requirements for interdictors rise exponentially the bigger the range. You will need a ton of power from 5 km onward. This means more maneuverable ships will be able to escape much more easily.
