1.200 DLC skin cannot be used in multiplayer games

My own server cannot use DLC skin，
We can choose the skin, see it in preview but when the bloc is painted it's with the default texture.
This is happening with all skins and the selection boxes are ticked.
Nobody can on this server.
I also started a new world and had the same issue.
Normal during stand-alone game
