[1.188] Bug: Listed in Two Factions

Bug:
You are in two factions.
You can not leave the first faction you joined.
Steps to recreate:
#1 Apply to a faction
#2 Apply to a second faction (open to all - easy to reproduce this way)
#3 You are in the open faction now
#4 You get accepted into the first faction you applied
You are now listed in two factions.
