Add a health/energy/h2/o2 refill WITHOUT a respawn point

On active servers, especially in active factions, the list of respawn points quickly becomes unmanageable. It would be ideal to have a block that would allow health/energy/o2/h2 regeneration that does not automatically add another respawn point to the list. This could be in the form of a first aid station, refill station, or alternative medical room that does not function as a respawn point.
An alternative solution is to add a toggle in the medical room terminal to turn respawn on or off.
